Town Board Meeting Minutes

December 14, 2009

MEETING NOTICES:  Notices for this meeting were posted in the three town display boxes, on the town website at www.townofchase.org, and also in the Green Bay Press-Gazette under the Meetings section.

PRESENT:  Gary Van Lannen, Dennis Kroll, Steve Gohr, Jeanne Wroblewski, Jolene Schwarm, and local residents.

REVIEW OF TOWN BILLS AT 7:30 PM:  The board met to review the town bills presented for payment. 

REGULAR BOARD MEETING AT 8:00 PM:  The meeting was called to order by Chairman Gary Van Lannen, and the Pledge of Allegiance was recited.

AGENDA:  A motion to approve the agenda by Steve, Scd Dennis, Passed 3-0.

TOWN BILLS:  A motion approve the bills for payment by Steve, Scd Dennis, Passed 3-0.

LAST MONTHS MINUTES:  The minutes from last month were read and approved for file.

TREASURER REPORT:  Treasurer Jolene Schwarm reported the activity and balances for the town accounts.  The checking account balance of $2324.76 was accepted by a motion from Steve, Scd Gary, Passed 3-0.  Copies were available. 

PUBLIC WORKS:  Bob Pott Reporting:  Worked on Lower Rd; repaired machines; repaired brakes on town truck; cut grass; swept recycling lot; worked on the trails; worked at the Stone Barn; picked up trash; did other park work.

ANIMAL CONTROL: 
Jeanne Wroblewski reporting for Sue Gracyalny:  There were reports of lost dogs.  They found the owners and got the payment for their return; some reports of kittens being neglected and taken to the Oconto Humane Society.  A police report will be filed; and a request to remove a raccoon from a tree - not our responsibility.

STONE BARN:  Kris Kolkowski Reporting:  They put up the new Chase Stone Barn Park sign on Cty S; there were several articles in the local papers, and also one in the Associated Press; Bob Fay will continue his archaeology surveys in the spring; the fund raising has started and there will be a Polka dance at Zielinski's Ball Room this spring to help raise money; and memory benches are also being made to place at the site.

FIRE DEPT:  Gary Van Lannen Reporting:  They have 42 members; made 88 runs to date - 10 to Chase; They got proposals for the building addition to house the old fire engine.

N.E.W. RESCUE SQUAD:  Dennis Kroll Reporting:  They have picked up on calls in October but are still in the red by $11,000 (down from $19,000 the previous month).  They have $12,000 on hand for emergency repairs and have some money in a money market.

LOCAL PLANNING COMMISSION:  Dennis Kroll Reporting:  Still working with Robert Kolkowski to get his Conditional Use Permit.  He still has some things to do before he is up to code for the type of business he does.  He will continue to come to the meetings to report his progress.  Rezone passed for Tim Krezina to come into compliance and build a shed.

BUILDING INSPECTION:  Donna Jensen Reporting:  Had permits for one new home, 1 commercial building, 1 accessory building, and 2 electrical permits.

OPEN FLOOR:  The N.E.W. Rescue should have a non-emergency telephone number in the book for questions.  Also brought up that they were supposed to be getting the town to take over the operation.  Close floor to comments.

STONE BARN ISSUES:  None.

OTHER: 

Vance Waggoner is running for Circuit Judge in the February Primary election and was introduced and asked for support in the election.  He was open to any questions about his qualifications.

No operator license applications this month.

The list of election workers was given to the Board for approval for the next two year session.  Motion by Dennis, Scd Steve to approve.  Passed 3-0.

Gary explained the new position of Deputy Clerk; Clerk appointed Tammy Willems to work on an hourly scale as needed.  Money was budgeted for this in November.  Motion to pay Tammy $15.00 per hour by Steve, Scd Dennis.  Passed 3-0.

Discussion to purchase chairs for the hall followed.  Concern about the chairs leaving marks on the floor and not being sure of the quality caused the issue to be tabled to the January meeting.  It is hoped to see some chairs before the decision is made to purchase them.  Motion by Steve, Scd Dennis.  Passed 3-0.

Discussion on the bond for the clerk; the bond would be very costly if combined with the treasurer's bond according to our agent, Tammy Birr.  The treasurer must have a larger bond to collect taxes.  Tammy suggested an employee bond would be sufficient for the clerk since she does not handle any large amounts of money.  Motion to approve an amount of $10,000 bond for the clerk by Steve, Scd Dennis.  Passed 3-0.

Motion to adjourn to January 11, 2010, passed.
